Teeth Whitening Products OEM: Formulation, Compliance & Sourcing
Réponse rapide : Choose the format and formula around your intended users and target markets. Ask for product-specific evidence, clear labeling and a written quotation covering MOQ, price and timing. PAP is an organic peroxy acid; a PAP-based ingredient list alone does not establish a hydrogen-peroxide-free formula or regulatory exemption.
This guide compares four product formats, formulation questions, market-specific regulatory considerations and two illustrative cost models. The examples are planning scenarios, not Relish quotes or customer results.

Stylos blanchissants
A dispensing pen for whitening gel. Evaluate the delivery mechanism, dose control, formula compatibility and packaging requirements for the finished product. Confirm whether the selected pack requires tooling.
Bandes blanchissantes
Flexible strips coated with whitening gel. Assess the finished formula, strip material, directions, claims and evidence for the intended market and use.
Kits LED de blanchiment
An LED device paired with whitening gel or another compatible product. Assess the device and formula separately according to design, intended use, claims and target-market requirements.
Gels et seringues blanchissants
Whitening gel supplied in syringes or sachets for use as directed with a compatible tray or device. Confirm the intended user, concentration, delivery format, labeling and applicable requirements for each market.

PAP, Hydrogen Peroxide and Carbamide Peroxide
Selecting a whitening agent is one part of product development. The finished formula, concentration, directions, evidence, product claims and target markets all matter. Learn more about our R&D and formulation capabilities and discuss the scope that applies to your project.
| Agent blanchissant | Comment ça fonctionne | Efficacité | EU H₂O₂ Rules | U.S. Classification Factors | Sensibilité | Recommandation |
|---|---|---|---|---|---|---|
| PAP (Phthalimidoperoxycaproic Acid) | Organic peroxy acid used as an oxidizing agent | Evidence varies by formula Review study conditions | Assess ingredient and product rules | Depends on product facts and claims | Review product-specific evidence | Request formula-specific efficacy and safety data |
| PAP with Hydroxyapatite (Example Blend) | PAP oxidizing agent combined with hydroxyapatite | Substantiate claims for the finished formula | Check hydroxyapatite form and permitted uses | Depends on product facts and claims | Review product-specific evidence | Review formula-specific evidence |
| Peroxyde d'hydrogène (HP) | Oxidizing agent; outcomes depend on concentration and use | Evidence depends on concentration (ADA whitening guidance) | EU limits depend on concentration, release and use | Assess finished product and claims | Review product-specific evidence | Confirm the applicable market requirements |
| Peroxyde de carbamide (CP) | Releases hydrogen peroxide over time | Evidence varies by formula Review study conditions | Rules depend on released H₂O₂ and use | Assess finished product and claims | Review product-specific evidence | Confirm channel and market requirements |
| Charbon activé | Used in some surface-stain-removal formulations | Insufficient evidence for whitening benefit | Assess applicable ingredient and product rules | Depends on product facts and claims | Review product-specific evidence | Review whitening evidence and abrasivity |
💡 Planning note: Select a formula and format for the finished product and target market. PAP is an organic peroxy acid; its name alone does not prove a formula is free of hydrogen peroxide, exempt from regulation or suitable for every user. Review product-specific evidence, directions, device components and market requirements before making claims.
Regulatory Considerations for Teeth Whitening OEM Products
Requirements vary with the finished product, intended use, claims, composition, device design and market. See our aperçu des certifications for information about documentation available for specific products or projects; confirm scope and validity before relying on any document.
🇺🇸 États-Unis (FDA)
Some tooth-whitening products may be regulated as cosmetics; classification depends on product facts and claims. Under MoCRA, facility registration and responsible-person product listing may apply, subject to statutory exceptions. The former VCRP stopped accepting submissions in 2023. Registration or listing is not FDA approval. Confirm applicable requirements and labeling for the finished product.
Do not assume that a claim or ingredient alone determines classification. Product category and obligations depend on the finished product, intended use, composition and claims. Confirm requirements with a qualified regulatory professional before launch.
UE (Règlement cosmétique 1223/2009)
EU Cosmetics Regulation Annex III, entry 12 covers hydrogen peroxide present in, or released by, tooth-whitening products. Products supplied directly to consumers are limited to 0.1%. Products above 0.1% and up to 6% may be sold only to dental practitioners; the first use in each treatment cycle must be by a dental practitioner or under direct supervision, and they must not be used on people under 18. PAP does not remove the need for a product safety assessment or compliance with ingredient and claims rules.
EU market placement may require a responsible person established in the EU, a safety assessment and Cosmetic Product Safety Report, Product Information File, CPNP notification, compliant labeling, good manufacturing practice and substantiated claims. Notification is not approval. Confirm the specific formula, including any hydroxyapatite or nano-form ingredient, for its intended product type and use.
🇬🇧 Royaume-Uni (post-Brexit)
Great Britain and Northern Ireland have distinct arrangements. For Great Britain, confirm the applicable UK responsible-person, safety-file, labeling and SCPN notification requirements. Northern Ireland follows relevant EU cosmetics rules and CPNP arrangements. A CE mark on an electronic component does not replace cosmetics obligations or establish that a whitening kit as a whole is compliant.
Confirm hydrogen-peroxide limits and conditions against the applicable rules for the specific product, concentration, route of exposure and sales channel. Do not treat a PAP label as a blanket exemption.
⚠️ Compliance check: A product labeled with a particular hydrogen-peroxide percentage should not be assumed suitable for direct-to-consumer sale across the EU or UK. Confirm the finished product’s hydrogen-peroxide content (including released H₂O₂ where relevant), product category, sales channel, age restrictions and country-specific requirements with qualified regulatory professionals before placing an order.
Quality Documentation & Project Planning
Agree a release-testing plan for each formula and production lot, including the required reports or Certificate of Analysis. Specify the test methods, sampling and acceptance criteria, and check that each document covers the product being ordered. Explore nos études de cas clients for examples of project work.
Consultez nos sites de production and ask Relish for a written quotation identifying the production scope, MOQ, costs and project schedule. Tooling, formula review and target-market requirements can affect the lead time.

Planning a Private-Label Whitening Product Range
Illustrative option: whitening pen. Model price, repeat purchasing and customer acquisition using your own channel assumptions; do not treat this as a typical result.
Référence 2 : Produit phare
Illustrative option: whitening strips. Set a launch price and assess demand using evidence for the finished product and your target customers.
Référence 3 : Système premium
Illustrative option: LED kit. Evaluate the device, compatible formula, intended use, support needs and channel economics for the specific project.
Illustrative Cost Model: Two Planning Scenarios
✏️ Whitening pen — illustrative budget (1,000 units; DTC assumptions)
💡 LED whitening kit — illustrative budget (500 units; DTC assumptions)
These examples are arithmetic scenarios, not quotes, market benchmarks or customer results. They exclude marketplace referral fees, taxes/VAT, returns, refunds, storage, development, testing and operating costs. Amazon and DTC costs differ; model each channel separately.
Discuss Your Cost AssumptionsQuestions fréquentes
Q : Quelle est la différence entre les formules de blanchiment dentaire à base de PAP et de peroxyde d'hydrogène ?
PAP is an organic peroxy acid, distinct from hydrogen peroxide. Compare the complete ingredient lists and the concentration of hydrogen peroxide present or released by each formula, rather than relying on a “peroxide-free” label. Whitening performance, sensitivity and safety need evidence for the finished product and its directions for use.
Q : Les produits de blanchiment dentaire nécessitent-ils une approbation de la FDA ?
There is no single rule that classifies every tooth-whitening product. In the United States, some tooth whiteners are cosmetics; classification depends on the finished product, intended use, composition and claims. MoCRA facility registration and responsible-person product listing may apply, with exceptions. The former VCRP is no longer accepting submissions, and registration/listing is not FDA approval. Ask a qualified regulatory professional to review the product and its labeling.
Q: How should I estimate the cost and margin for a whitening product?
Margins depend on your purchase price and sales channel. Include freight, channel fees, advertising, taxes, fulfillment, returns and operating expenses in your model. The examples above show the arithmetic for selected assumptions and leave out several costs; they are not forecasts or customer results.
Q: What minimum order quantity should I plan for?
MOQ depends on the finished formula, packaging, tooling and order scope. Relish’s standard customization MOQ is 1,000 units; smaller orders may be considered case by case and should be confirmed in writing for the selected product. Do not assume that a stock item’s MOQ applies to a customized whitening product.
Q: How long can product development and delivery take?
Production and delivery timing depend on formula development, testing, tooling, documentation, order details and shipping route. Ask for a project-specific schedule and current freight estimate; supplier examples should not be treated as a delivery commitment.
Q: Can I customize a formula or flavor?
Ask which formula, flavor, viscosity and packaging options are available for the selected product. Agree the development work, MOQ and schedule in writing, including any additional testing. Claims about sensitivity or remineralization need supporting evidence for the finished formula.
Q: What product and facility documents should I review?
Depending on the project, supplier documents may include ISO 9001 quality-management or ISO 22716 cosmetics-GMP certificates and BSCI or Sedex-related social-audit records. Check the facility, scope, issuer and validity dates. ISO 13485 concerns medical-device quality systems; it does not establish product approval. For an LED device, identify the applicable electrical, electromagnetic-compatibility and radio requirements from its design and target market, then review the relevant product reports.
Q: What packaging options can I discuss with an OEM supplier?
Brief suppliers on the pack format you need: pen sleeves, strip packs, LED-kit boxes or gel-syringe packaging. Specify materials, artwork, dielines, durability and product-contact requirements. Verify any recycling or compostability claim for the finished packaging, and confirm whether design work and tooling are included in the quote.
